centre of a cause célèbre when he was accused of permitting brutalities in the administration of the Spanish law of the island. Mr. Naipaul concludes that essentially he was the scapegoat of the awakening humanitarian conscience of his age. M. E. CHAMBERLAIN Swansea Among the varied contributions made by Welsh local authorities towards the celebration of 'investiture year', 1969, there were two of particular interest and value to Welsh historians. The County Borough of Swansea (as it then was) published an admirable catalogue, prepared by Mrs. Margaret Walker, to illustrate an exhibition of the borough records held at the University College of Swansea in June and July 1969. Together with a concise introductory essay by Professor Glanmor Williams, this catalogue provided a splendid commentary on Swansea's fascinating history. The exhibits on display ranged from twelfth-century borough charters to records of the social evolution of industrial Swansea in the nineteenth century. Also in 1969, the Cardiganshire County Council produced a truly outstanding bilingual Historical Atlas of the county, superbly illustrated from an immense range of sources, with an excellent historical commentary by Mr. W. J. Lewis. This atlas was originally distributed free to schoolchildren in the county, but an extended version is now available to the general public, price 10s. The Cardiganshire County Council deserves warm praise for its civic enterprise and enlightenment, especially when this atlas is contrasted with the meretricious nature of some other local and national offerings towards 'Croeso '69'.
