Swansea Enterprise Zone: A Preliminary Note RICHARD H. MORGAN Department of Social Policy, University College of Swansea (Received September 1981) The Enterprise Zone idea was launched by Sir Geoffrey Howe in his second budget speech in March 1980. Since then the decision has been made to create eleven such zones, several of which have already been launched. One such zone began operation in the Lower Swansea Valley in June of this year whilst others are to be found mainly in the inner cities and in areas which have experienced fairly recent and traumatic increases in unemployment. (Figure 1). Enterprise zones are intended to put derelict land to good use and for this reason several of the zones have been placed in areas where there is some- thing of a tradition of land reclamation (White, 1981).
