RURAL RAILWAYS AND RURAL CONSERVATION. JOHN WHITELEGG Not for the first time rural railways are under threat in the U.K. A review of the ideology and lop-sided accountancy which produces this threat is used as a background for a comparison of rail expenditure with road expenditure in rural areas. A method of analysis is suggested which puts rural railways into a much wider context of social and eocnomic development and the support of communities in rural areas.
