My only purpose in this preface is to fulfil the pleasant duty of acknowledging obligations. I desire to thank Professor Sir Paul Vinogradoff and Dr. R. L. Poole for their great kindness in elucidating various difficulties that puzzled me. I also desire to thank my colleague, Dr. A. E. W. Hazel, for several very helpful discussions of legal questions.
