entered into the heads of the bureaucrats who control them, to take Welsh Nationalism seriously. Now in this fact lies a great peril for Welsh Home Rule. Let us sup- pose that Ireland, Scotland and Wales would agree on a measure of Home Rule all round, and that a Government was in power prepared to carry such a measure into law. It would be still necessary to draft a bill. And when the bill was being prepared, the Welsh clauses would present grave difficulties. Every Government office that gets pickings from Wales would obstruct the preparation of the measure. The end would be that Scotland and Ireland would grow impatient, and the Premier of the day would announce that the departmental difficulties to the inclusion of Wales now were so serious that for the present the Government would confine its energies to the establishment of Irish and Scottish Parliaments. To prevent such a fiasco, it will be a good work to take prompt means for the entire separation of Welsh from English domestic government, and to secure without delay the disestablishment and dis- endowment of English Government offices in Wales. On the supposition that the Welsh Secretaryship will serve as a machinery for the promotion of this highly desirable object we give it our support, but always on the condition that all matters of Welsh domestic government come within its sphere. MISS JANE A FROKEN IOHANNE. I. think that if only they can set up an office that will arrange grants for Welsh schools more easily than the existing Board of Education, all will be well. We warn then in advance that this will not do. All Welsh business, mines and prisons no less than schools and colleges, must be taken away from English Government departments. If one Welsh office is unable to do all the work, then a separate Welsh office, say of Public Health, must be set up. If anything less than this is done, a gross insult will have been offered to Welsh Nationalists. But if this can be done, then a real step will have been taken to Welsh Home Rule, and a portion at least of the work of Edward I. and Henry VIII. will have been undone. But the important thing to remember is that even if we do secure it, it is a mere means to an end,that end is the absolute independence of Wales in all domestic matters, the securing of a juster and sounder government for our country. We read while writing this article that a Welsh democratic league is being formed to combat Bolshevism in Wales. We wonder if its promoters realise that the atmosphere in which Bolshevism arose was an atmosphere of bureaucracy and corruption. The stoutest foes of Bolshevism at this moment are the Poles, who are at the same time the most determined of nationalists. If the Welsh democratic league wishes to kill Bolshevism, the sooner it sets about winning Home Rule for Wales the better. II.
